What is a Strategic Plan?

A Strategic Plan is a bit like a roadmap. In the same way you probably wouldn’t leave for a place you’ve never been without a map, the Town also needs a map to guide and focus its efforts. In Strategic Planning, we work with departments to identify what we need to accomplish over the next five years to be successful as a Town, and what actions we need to take to make sure we accomplish those goals.

 

Our Strategic Plan breaks down into…

Goals

High level focus areas like Community Engagement or Public Safety; these are the broad categories we focus our efforts for improvement in.

 

Objectives

More specific areas of engagement that make up our goals. Public Safety, for instance, might have objectives about responder readiness.

 

Initiatives

These are specific actionable items; what exactly do we need to do to progress in our plan? This might take the form of incorporating trainings or implementing a new publicly available program.

 

Performance Metrics

Numerical measures we use to assess our progress towards accomplishing initiatives. These can be viewed on our dashboard.

What is Performance Management?

Of course, having a map isn’t enough; you need to make sure you’re following the directions. In the same way, a plan is an important first step, but we need some way of ensuring that we are on pace to accomplish what’s in our plan. This is where performance measurement and management come into play. Our Strategic Plan has a variety of important metrics designed to assess our progress towards meeting those high priority items; and we track those metrics over time as a way of evaluating how close we are to completing said items.

Budget Impact

Our performance metrics help guide our budget process. Morrisville prides itself on being responsible stewards of our resources, and our Performance metrics help us determine where we need to allocate funds to serve our residents and stakeholders accordingly.
